I say this since this year the customs house was rented. Your Highness may increase the revenue in order to build an armada and we shall all be guardians of the customs house. The revenue will rise, and Your Highness will safeguard it and will build a fleet each year. Summary of pp. 184-6 Your Highness should issue an important decree that bahares given as a privilege in respect of spices are forbidden. This decree should be entered in the accounts record so that such bahares which may be offered are not taken into account and no favours regarding taxes may be awarded.
