Among the nuncios that the Pope is sending to all parts, he has chosen to send to Spain the bishop of Terracina. This was so unexpected that everyone was surprised. There was competition for this election between the two Cardinal nephews, with the relatives of each of them (who are, of course, divided into two parties), because a brother of Cardinal Sangiorgio, the Castellan of Sant'Angelo, wanted this post; and Borromeo, who is the strongest, came out with the bishop of Terracina. King Philip's ambassador knew nothing of this until it was public knowledge in the court; and His Holiness did the same thing with the King of Poland in the choice of the nuncio he is sending to that kingdom. This Terracina is not a man of much substance, although the last pope made use of him in some matters. I think His Holiness thinks, and the nuncio himself suggests it, that he will cost him much less than others, and so all the profit of the office will come to the papal treasury.
