_ 445 _ our Lord the King and Viceroy of India, inform you, the Captain of the city and fortress of Ormuz, His Highness’s Chief Treasury Officer resident there, the Factor of the said fortress and the other officials and persons whom it may concern, that when His Highness sent me to these parts he commanded that I be given in Portugal a decree from him of which the wording is as follows: C. 120 On the assignment of dealing with the revenues of the State of India. I the King inform you D.Antão de Noronha, a member of my Council, whom I am now sending to the parts of India as Viceroy, that I am concerned by the heavy expenses incurred by my treasury in those parts, which is increasing to the extent that expenditure exceeds revenue by twenty-five million per year. This is very damaging to the State and to my interests, as is obvious.
