_ 446 _ which are neither necessary nor befitting the service of Our Lord, nor do they contribute to the preservation of the State and indeed make it often impossible to supply what is required for its defence. In order to deal properly with this matter as it requires, I wish you to study a memorandum book I have ordering to be given to you. It was sent to me by the Conde do Redondo, Viceroy in those parts(A), and contains a detailed account of the revenues and expenditure of all India. In consultation with the Archbishop of Goa and other people whom you consider appropriate, you are to diminish or abolish all expenses in this book which seem to you excessive or unnecessary, both as regards salaries of offices and appointments and in regard to other expenses. You are to employ in this all possible care and diplomacy as you think befits my service and the benefit of my treasury, and what you decide with the advice of the said persons you will then order to be put into effect so that it can be carried out immediately.
