_ 447 _ be well below receipts. You are to attend to this matter as soon as you arrive and with as much haste as possible. You are to send me a memorandum of all that you, do from which I can see clearly everything you have removed together with what was spent so that I myself can see both in conjunction. At the beginning there will be a copy of this my decree. I have directed by decree that viceroys and governors of those parts are not to exceed twelve thousand cruzados in the rewards they give each year in my name to the persons who serve me there, but I am informed that they exceed this by a great deal and that these rewards come to nearly thirty thousand pardaos a year. I command you that on no account are you to spend more than those twelve thousand cruzados a year, and if you do I shall command that everything over twelve thousand cruzados is to be collected and paid from your own estate. I wish this to be valid and effective as a Letter issued in my name and sealed with my seal and issued by my chancery, notwithstanding the ordinance of Book 2 paragraph 20, which says that matters whose effect is to last more than one year are to be issued as a Letter and are not valid when issued as writs; this is valid even though it has not been issued by chancery notwithstanding the ordinance to the contrary.
