When there is a chief treasury officer, one of them will act as clerk to the treasury, whichever the chief treasury officer decides. These two clerks of the factory will also act as supervisors to that fortress and the building works on it, in alternate months or as they agree between themselves. There will be no appointment as supervisor except these two clerks.
