You will not allow payment to be made or order it to be made to any person who is not in the fortress and is due to receive it there; nor to merchants or persons who go there on business, nor to the captains and owners of ships who go to trade there, for I consider it very wrong to pay persons who are not serving in the fortress. These payments will be entered every quarter in the register under their several entitlements, i.e. the men of the guard under one heading, and when they are entered they will present the certificates from the supervisor that they have served, which the clerks of the factory will confirm. Your men, captain, will come under another heading and similarly those of the factor and other officials, and the men-at-arms under another heading, and they will all be entered by the clerks of the factory, and each one will sign for what he has received. For greater security of these payments they will be entered by fours, with each of the four making a declaration confirming the others, and when they are entered they will be paid.
