_ 480 _ there or there is some message which it is very important for His Highness’s service and the interest of the fortress or of the State to send to the Viceroy of India to deal with it, then you as captain, with the advice of the chief treasury officer if there is one, and the factor and some other persons, will order that a resolution be written by a clerk of the factory and signed by all; or if the Viceroy decides here that a certain ship should be sent to him at a certain time so he can learn what is happening there, he will send an order, and in no other circumstances, on pain of the expense not being credited to the factor who caused it. Whoever sends a ship in contravention of this order at the cost of His Highness’s treasury will pay double. If it is not a matter of great importance in which delay might occasion some danger, such messages can be brought in ships which come here from there with the monsoons.
