_ 98 _ They may likewise make temporary appointments in the judiciary to offices of the law which fall vacant until they are appointed by the Viceroys. Captains are under no circumstances to appoint them. My servants and other deserving persons are to be appointed; and in cases of equal deserts my servants are to take precedence. The said Chief Justices will be obliged to order each of the scriveners of their courts to keep a record in which all the civil and criminal suits and appeals and other cases which the said Chief Justices hear, each one recording only what falls to him, both those which are heard in the course of justice and those which are brought by individuals. Each of the said Chief Justices shall keep a register, numbered and signed by him in which he shall cause to be written all the verdicts regarding money which is to be used for expenses or paid to another person in exceptional circumstances. These expenses are to be made on the orders of the said Chief Justices and not of the Captains, and in the residence reports made by the Chief Justices designate account will be taken of the expenses of these verdicts so that it shall be known if they have ordered the amounts to be handed over to those for whom were to be employed, and if the expenses they ordered were justified.
