The scrivener of that office is to certify that he has served during that quarter year, and with this certificate and account of each of the Chief Justices the money for the said quarter-years will be credited to the factors who pay them. A copy of this clause shall be recorded in the factories by their scriveners; and this salary shall be paid to learned Chief Justices only.
