_ 118 _ to comply with this even if there is no other purchaser whatsoever for these goods. Likewise, I forbid the said Captains to purchase in order to re-sell any supplies whatsoever which arrive at that fortress at the expense of others, nor may they through their agents or an intermediary openly or secretly prevent foreigners from selling freely their goods from Persia and Arabia or any other places. They are to permit the said sales, purchases and agreements to proceed as their owners wish, with the reservation that the captains and their agents may freely purchase these goods from Persia and Arabia as they wish, but these purchases are not to be excessive to the detriment of the owners and other purchasers. If the Captains and their agents or intermediaries acting on their behalf do otherwise, in addition to making good to the persons concerned all the loss they have thereby suffered, for each occasion they are involved in any of the activities mentioned above they will incur a penalty of two thousand cruzados, half for the accuser and the other half for the expenses of the Court of Appeal. If there is no accuser and these infringements are disclosed by the enquiry the fine will be one thousand cruzados for the work of His Majesty’s shipyard and one thousand for the aforementioned expenses of the Court
