I am informed that captains of fortress who are appointed for their lifetime do not usually provide residence reports, and because of this they behave with indulgence. As a result, there are complaints and scandals, especially in the case of the Captain of Cochin. I therefore enjoin you to order that every three years, or less if you think fit, these fortresses should be visited and their captains investigated, and if they are found guilty of offences they are to be dealt with as justice requires so that the effect is the same as that of a residence report, and as if they were appointed for three years only and one were made at the end of that time. You will send a very reliable person to do this, by whom you expect the business to be done as befits my service.
