The said Chief Justices will take cognisance in the places under their jurisdiction as a new action all civil and criminal suits, and in the civil suits which are heard in their court they will decide in the last analysis by themselves alone, granting right of appeal only in cases which do not fall within their competence to the Court of Appeal. Instruments of appeal or letters of testimony in the case of injunctions which are brought before them, and which by virtue of my ordinances can be subject to appeal, will go before the Court of Appeal and not before the Senior Chief Justice as was the practice hitherto. The said Chief Justices will hear criminal actions themselves and as soon as these are completed they are to inform the Captains so that a certain day and hour can be agreed when they are to be meet City Chamber to conclude; and where there is no such building the Chief Justices are to meet with the Captains in the fortresses. If the Captain and the Chief Justice are in agreement the sentence shall be given in writing by the Chief Justice and both shall
