There is little to say about Fragment 24. It includes the text that runs from page 28, line 3 to page 31, line 27 of the first edition of Fontoura da Costa. This is about four pages of Document III, with the difference that the text is a fair copy, clear and inserts in their correct places the interpolations which in Fontoura da Costa's plates and transcriptions are shown in the margin. This Fragment 24 is, for this part of the Standing Orders and in relation to Document III, the definitive version, with one or two small and insignificant alterations of the kind that normally occur in making a fair copy. Unfortunately, this Fragment has also suffered decay all along one side. My conclusion is that Fragment 19 is what remains of a first draft which was used as the basis for scrutiny and, naturally, for controversial discussion of the instructions for the voyage, and that Fragment 24 is what remains of a definitive text which should have been preserved in the
