_ 218 _ If the factor asks you for someone to help him to handle the merchandise on land you are to give him those you seem to you to be best educated and men who are not likely to be disorderly on land. Written in Goa on 28th October 1514 by Antonio de Fonseca. Item: If the people you find for him do anything for which they deserve punishment, you may imprison them, and for disciplining their faults you will bring them to me to judge them and give them their punishment. If I am not in the territory you will hand them over to the captains of the fortresses with an account of their faults. Item: When you arrive somewhere where there is a fortress of His Highness, during the time that you need to stay there you will be entirely under the command of the captain and will observe his by-laws and decrees, since he holds the power of justice and jurisdiction and responsibility for men who do what they should not do, and you will hand them over to him if he requires them from you.
