The penalty for anyone who contravenes and sells in the manner described is the confiscation of his property, half of which is to go to the hospital and the other half to whoever denounces him. This decree also will be publicly proclaimed. XI- I am told that the alcalde do mar is levying more than what is due to him according to regulations, from the terradas that come here with wood. I forbid the said alcalde to take more than he is allowed by the decrees of the King of Ormuz, on pain of loss of his office. He will be notified of this paragraph by a clerk of the customshouse. XII- The Moors of Ormuz complain about the bailiff of the fortress and his servants and slaves, who commit many offences and much violence against them, both rich and poor, by day and night, and take many things away from them, and because they are afraid of the bailiff they dare not complain about them. I decree that henceforward the said bailiff is not to have dealings with any Moor or merchant of the said city of Ormuz, except when carrying out some special order from the Captain, it being the function of the catual [district commander] to punish them; and otherwise not at all.
