_ 455 _ with the Portuguese enjoy their immunity. To prevent this I decree that there shall be no more exemptions from manxoryns and that everyone is to pay them, the Portuguese as well as the Moors. I order the Captain and Guazil to see that this is carried out. XV- I am also informed that Portuguese carracks bound for Ormuz unload a great deal of textiles and other goods in the port of Al-Fakkam, on the island of Larak and at other places on the coast of Arabia, and they arrive at Ormuz unloaded, by which His Majesty loses. Once they have reached Ormuz, they send Moorish terradas for these goods, and these pretend to be Portuguese, flying a Portuguese flag, and thus save these goods from paying customs dues. I decree in His Majesty's interests that no Portuguese is to own an exempt terrada, and any Moor flying that flag of the Portuguese is to forfeit his terrada to the said Lord. This decree will be publicly proclaimed in the said city. XVI- I therefore decree that the said Reis Sharaf is to make use of this document and the things declared in it and to take special care that they are observed, and to order that they are carried out as regards those who incur the penalties laid down therein.
