If there is no sailing to Basra, Your Lordship removes all the pretence from their evil thoughts, and by not buying or selling, they will receive no profit at all from the land and their Custom House will produce nothing for them. So, when they see the great expenditure that they are forced to make and the little profit, they will abandon the country. This will be a great service to God and His Highness and to the well-being of this land and people.
