_ 281 _ In the same year (1548) Dom João de Castro sent a mandate to enable Dom Alvaro de Castro to grant safe passage permits to the outlaws, who come to work in the fleet advancing to Aden, Bassin, on the 23rd of February 1548:(69) According to Gaspar Correia, the Governor found himself short of funds,and has difficulty in recruiting people to serve in the fleet (Vide Lendas IV chapters LXXXIX and LC). This explains the warrant published as follows: I, D. Joao de Crastro (sic) of the Council of the King, our Lord, his Commander in Chief and Governor in these parts of India, etc. I hereby communicate to those who may have sight of the present warrant that with regard to my sending D.
