Mr Pelly informed Sheikh Sultan that if he had been previously informed that any troubles caused by him meant he was to be called to stay in Bahrain. Sheikh Sultan offered his apologies and stated that he had no intention of causing any troubles to anyone. However, Mr Pelly told him that he had to come with him to Bahrain. Sheikh Sultan said that he needed some time to organize his affairs; but Pelly stated that that was not possible and the he had no choice but to come with him on the spot. Sheikh Sultan requested that Pelly cancel his order regarding taking him to Bahrain, but Pelly responded by telling him to come alone. They started walking downstairs. Sheikh Sultan insisted that Pelly go down first. When they got to the Agency entrance, Pelly headed for the car. When he looked behind, he saw Sheikh Sultan running across the Agency building chased by the Political Agent, Jasimal-Kazmawi who was trying to catch him. Sheikh Sultan had already run about 20 yards and headed for the house of Khan Sahib Sayyid Abdulrazzaq. Then the Political Agent stopped chasing him in the area between the Agency building and Abdulrazzaq’s house (the sikkah), when one or two of the Agency guards took over the chase. They were carrying rifles, and gunshots were heard. Thus, they must have been fired by the guard(s). Mr Pelly ran towards the sikkah and when he got there, he saw Sheikh Sultan bin Salem running towards the end of it with a gun in his hand that he was firing from while running. The guard(s), in turn, were firing back. One of the gunshots hit the sand where Mr Pelly stood. Within a few seconds, Sheikh Sultan had reached the end of the sikkah and disappeared amidst the palm-frond huts. The Political Agent, Jasim al-Kazmawi, stated that while he was trying to catch Sheikh Sultan, the latter took an automatic gun out of the upper part of his thawb, and shouted “Let me go or I will kill you”. Al-Kazmawi added that he was shot at two or three times, but the bullets hit the wall behind him. When one of the guards was asked about the number of gunshots fired, he said: “He fired four bullets”. Immediately after the firing incident, Mr Pelly wrote a letter to Sheikh Sultan bin Saqr al-Qasimi demanding that Sheikh Sultan bin Salem be THE PUNISHMENT OF THE CITY
